What matters to you has to matter to an awful lot of people in order to get an amendment passed. I don't think either one of them has a chance of coming to fruition. When you see a problem and there's no other way to cleanly "fix" the problem but a constitutional amendment, then you have to talk about it in terms of an amendment. It's important to recognize and air the problem and the implications of the problem, even if the road to fixing it is an impossible one. There may be other ways of mitigating it and the discussion might lead to effective plans to deal with some of the consequences of the uncorrected problem.
