I do know that an email from a subordinate to a superior in an official capacity about official matters means "report" in ordinary language

When you call something an "(pick your agency) report," it means that the report has been signed off up the chain. You will find an agency seal on it. Another communication can be a report, common parlance, but that's not the same as a "(pick your agency) report." Durbin called it an FBI report so I took that to mean official agency report, which has a certain credibility. But I suppose a congressman could be using loosely what I interpreted as a term of art.
