there was a reason Kerry lost and there is reason the left will lose in 2006 and 2008. The reason continues here on a daily basis...

The gov'ts fiscal year starts in Oct. When the 2006 fiscal year starts this coming Oct., the US will have spent roughly $287 billion [$207 billion + $81 billion/2006 appropriatoin]. There is a lag time between when its appropriated and when its actually spent. While both numbers are accurate in their own right, there can be a considerable divergence between the two.
