If it matured, and survived being born, it would be a distinct genetically different human being-

And if it survived to its first birthday, it'd be one then, too. Why arbitrarily pick being born as the starting point for personhood? After all, the child's chances of survival for the next few years without the aid of its mother or someone else are pretty slim. What's the magic of merely surviving being born? I'm not interested in arguing about it; I'm merely trying to ascertain what it is, exactly, that you believe.

"It is a potential new human being, but is it actually a human being at that point?"

That is the point where a new genetically distinct, biological life, begins. It is a being, it is Human, not potentially but actually. That is not a value judgment on anyones part, That is simply the scientific fact. There really is no disputing it from a scientific point of view.
