Where is it? We've been looking for a spot to set up a tax supported shelter for illegal immigrants, who've found them selves to be victims of discriminatory practices in Amerika.

I suggest you take it up with your state legislature. That's pretty much what SCOTUS told you to do. State's rights, you know. The bill of rights was written to protect us against the FEDERAL government.
