That seems certain. But the seriously intelligent see no need to deceive and understand that deception in the normal course of events is destructive. So the criminals are usually not too bright. Trust is extremely valuable. Vastly more so than deception. Trust and co-operation with specialization and mutual self-interest are super-powerful.
