There are hundreds or thousands of lab confirmed H5N1 positives in Vietnam, but they are left out of the official totals because they have not been lab confirmed by an "official" HI test. They have been confirmed by western blot but the HI test is not run because Vietnam doesn't have a level three facility, required because live virus is used in the test. However, in Vietnam there is more H5N1 outside the lab in people and birds, than inside where the confirmatory test would be run. Thus security risk is being used to not confirm the obvious.
