Actually the staff attorneys recommended that formal charges be brought but were overruled by their boss... a political appointee.

It's all in the history books now....

Liar. There was no thorough investigation of Bush's insider trading. In fact any simpleton can just look at the basic facts and see a glaring obvious example of insider trading, 40 times as big as Martha Stewarts. Memos prove Bush knew about the fall in revenue before the market did. He sold even though he was warned not to. He got away with it just like Neil Bush did because his father was POTUS at the time and controlled the SEC.

George Soros is the one who bought Bush out, and got gypped.
