The SEC never investigated Bush. They briefly looked at it, but when the culprit is the president's son and your boss is appointed by the POTUS you tend to move on quickly. At the time Bush was not a politician and Neil Bush was doing much worse things at Silverado so GW got away with it.

Any six grade student can look at the basic facts and see Bush insider traded. 1 + 1 = 2
