Clinton gave us $1.5 trillion in deficits. The CBO says so no matter how you read it. A surplus? Not even close. Clinton gets credit for a 1.9 billion surplus in 1999. Thats already been factored into arriving at the total $1.5 trillion budget deficit he saddled us with.

Bush gets credit for the surplus in 2000, after all he was in office in 2000.
