Or were you referring to his premise that it is impossible to call something "just compensation" if it is not adequate to induce a voluntary sale? He's arguing, first of all, that eminent domain powers shouldn't exist at all, which is a rather extreme position.

Second, he is arguing that the idea of eminent domain powers of government are a fairly recent creation of what he labels our "fascist, totalitarian state", which is both ignorant and fallacious.
