I have no personal experience with heroin, so, I really can't say. I've heard a lot of lies from the government concerning illegal drugs I DO have experience with. I think the Afghans depend on it. The Taliban had practically eliminated it - maybe the only GOOD thing they did there. I don't think Karzai, mayor of Kabul, can do much about it.
