The three basic utilities needed in any country are water, sewer and electricity. Iraq is a classic example of that. We have spent billions on those three items in Africa. The money was wasted and the facilities end up not working. Why? The society has to be able to pay to keep them running. If there is no middle class, there is no money. The emerging middle class there keeps getting wiped out.
