always been that way as i remember .. knew people who worked over there part time and would never go back and others who worked in protected compounds (only reason, there was the high incentive paid by corporation to work there)and promise of plush next international assignment.

one guy when over there auditing said the customs people try to shake you down when leaving the country . this guy wanted to take his watch off his hand or said he will not leave. Young kid to him to go to hell.
another two custom agents had a air line stewardess in tears going through her luggage saying she bought all those things in Nigeria they were going to arrest her for trying to get them out of the country without paying charges or something to that effect. He could hear them telling her for money they could let her go.

He refused to go back and finish audit.
