Apparently, Bush was just waiting for an event to "catapult the propaganda" and invade Iraq. Congress is guilty of being spineless, but they weren't calling the Iraq tune - they just didn't want to be "unpatriotic".

It was not an over reaction as it was a necessity to have 9/11 to implement those plans that Bush had which were described in the Downing Street Memo. He had a catalyst and didn't need to provoke Saddam any longer ... which he was doing.
