Cruise missiles missed OBL, but were our only option at the time because Afghanistan is too land-locked for bombing runs off aircraft carriers and we'd have had to violate Pakistani airspace. That's why CLinton-Berger started the Pakistani hit squad prep. But Bush disbanded it. What did Bush to do avenge the USS Cole and the African bombings? Why did he disband the Al Qaida desk in the White Houe? Why didn't he even mention terrorism until after 9-11?
