Can this eminent domain issue lead to govt abuse? probably. I read the people forced to move were well compensated, tho. "Adverse possession" whereby someone openly, notoriously and hostilely takes over another's landfor a proscribed period of time and meets other criteria - pay taxes,etc is still alive and well. If someone does that to an owner, then owner (victim) is the one who has to pay to get rid of the parasite.
