Bush is in charge now and 9-11 happened on his watch. USS Cole right before his watch. Bush did nothing about the USS Cole, disbanded the Clarke Al Qaida desk, let Saudis run willy-nilly without FBI investigations, let them flee after 9-11 and ignored several very specific warnings about Bin Lauden planning hjackings inside the US.

CLinton could have done more but at least he tried and did stop the LAX bombing plot. Bush did nothing about terrorism, never even mentioned it until after 9-11. Then after Tora Bora, he forgot all about Osama and let him go. Since then it's all Iraq and not much effort at all against Al Qaida and the real #1 danger, the terorists and funding from Saudi Arabia. Bush has a major conflict of interest being in bed since day one with the Saudis. Cheney too.
