The jihadis believe that their inferior means can defeat our superior means because we are soft and don't have the will to win. Announcing "We intend to bug out of here in a year, win or lose" rather confirms that idea, don't you think?

If you were a jihadi, would you smile or frown when you heard the announcement?


I honestly don't know. With the US committed to leaving, it would become harder to generate whatever popular support they have by positioning their jihad as a war against occupation (as mike has pointed out before). Also, the Iraqi govt might end up responding to the terrorist attacks with less restraint than the US; if we leave behind a well armed Iraqi army and Shiite and Kurdish militias, there should be plenty of resources for the Iraqis to deal with the insurgency by themselves.
