If what he did is still illegal, should he not still be prosecutable for it?

The purpose of a statute of limitation is to keep a gov't at bay for lesser crimes. If you shoplift, you should not have to live in fear of the law for the rest of your life. What you did may not be legal, but in practical terms in your case, it might as well be; you are no longer prosecutable.

Murder is another matter. At no point should a murderer be off the hook. His act is so repugnant and heinous that he should never be given a pass.
