In general, that is is what is done. There is a constant flood of new cases demanding attention coming in and the old cases lose priority and eventually become cold cases getting little attention.

The difference is not that they are diverting large quantities of resources to solve old crimes; it is simply that the crime is so heinous that society judges it must be punished if the perp is caught.
