Both columns are in Yuan. The first column should be the "per capita savings remained", so it is an accumulative number over the previous years. WHile Column #5 is for current year only. now, make sense?

So the data tells that it is not that Chinese do not have money to spend. It is due to the rapid increase of the housing, education, and health care cost that individuals have to bear, so people put the money in the bank instead of spending them.
