I didn't hear the speech, but I wonder whether Bush realizes at all that its a catch-22 for the provacateurs (the coalition) to tell the provoked (the insurgent killers) that they need to stop being provoked before the coalition will quit provoking them?

Saying the coalition will not leave while there is violence, and being a major cause of the violence, puts the coalition in quite a difficult to win situation.
