We're not alone in this real estate expansionary market. What of the tax systems for other states more liberal in their ability to raise property tax rates. Their markets are rising at yearly double digit rates too. Could it be that increasing property taxes has little effect on your short sighted investor/speculator.

I held property pre 13, I felt the effects of not having any tax protection form the assessor. If 13 failed at the polls then another limiting factor would of been adopted. It was more than just the populous that were demanding lower and fewer assessments there were plenty of pandering politicians to make the case.
