Bush did NOTHING vs terrorism in 2001 until AFTER 9-1. Neither he nor Rice or Ashcroft ever mentioned the word "terrorism" in any speech. disbanded Clinton's counter-terror units which stopped the LAx bombing the year before. Called the FBI off the Saudis. Allowed 9-11 to happen by being asleep at the wheel. Also, Bush did nothing about the USS Cole even though that happened shortly before he came into power. CLinton fired 300 Cruise missiles at Osama and his people and had covert ops underway to kill OBL which Bush disbanded.
