Which is why a Balanced Budget Amendment must be demanded of Congress, PAYGO must be demanded. (Our founders, in their wisdom, provided for three different ways to get amendments started and passed. We shouldn't fool ourselves: the only way Congress will EVER pass a Balanced Budget amendment is if it is about to pass in enough States --- independently of Congress --- to leave them behind and looking foolish at the station.....)
