Yeah, THAT MUST BE IT! LOL!!!!!!!!!!!!!!!! (He 'respects Congress' SO MUCH, that he refuses to use his own VETO powers because he doesn't want to hurt their widdle feelings!) Yeah, that must be why the very budgets that HE himself has proposed included so much increased federal spending and pork... he doesn't want to make those porkers in Congress feel bad by showing them up.
