I don't think containment was deteriorating. What could Saddam have done with inspectors, bombing raids and no-fly zones over 2/3rds of the country? There was no way that he could create a superpower in that environment. Plus he was not going to live forever.
Be careful with the speeders, rapist, etc. partial enforcement strawman. That's the type of neo conservative debate tactic that irritates pre-Bush republicans, independents, moderates as well as, of course, democrats and the far left. The fact is we have been led into Iraq in this manner, at this time, in this way. This is the here and now reality of the situation. Better to ask once you have caught a rapist, how do you handle things? Do you burn his city, kill his family, cast aspersions on his religion, and torture him to get names of other rapists? Don't you instead punish him, take his assets, and place him under total control so he cannot harm anyone else?
Outside the partisan tunnel vision, it really boils down to how this project was run. What we are witnessing is a sloppy and bloody campaign, like an amputation with a blunt instrument. Not a precision strike with overwhelming force applied strategically with few casualties on all sides. A task which our military with the right plan could have accomplished. What is glaringly obvious now is we needed a much better military plan, we needed better logistics, and a conservative objective so we could have success with the resources we had available. In retrospect, we needed strong military and civilian leadership with enough ground troops controlling the strategic core of landmass we needed to achieve our objectives, could have won Iraq oil, removed Saddam and won the hearts and minds of Iraqi's with minimal destruction and loss of life. This is not the result of our leader's chosen plan of action. Cheney, Rumsfeld, Rice and Bush's plan has failed using a reasonable checklist of military success. Are we supposed to remain supportive and silent? I call for new management.
