The answer lies is what Novak wrote in his column. The law makes it illegal to divulge a "covert agent". He was careful to describe Plame as an "operative" not a "covert agent". So Novak didn't violate the law. I also don't think Novak claimed secret sources either. Without checking, I bet those other reporters stated they had secret sources and they actually said Plame was a covert agent or NOC or something along those lines.
