I don't think any grandiose scheme, like NEPAD, will make one iota of difference to Africa but since such schemes don't involve me there's no point in objecting. Furthermore, if Western leaders want to enrich the African elite at the expense of their own poor and middle-class it means my illustrious leaders may leave me alone for a while.
