Carter was left with a huge war debt and had to cut, cut, cut. Besides, no Americans had stomach for any more wars after 12 years of Nam.

Again though, he's the one who paved the way for Glastnost and ending the Cold War. Reagan gets too much credit for that. Just as Carter gets too much blame for the Shah falling. Carter was an unlucky president. He arrived at a very difficult time and had few options.

As for the Cold War ending, give credit to the global leftwing as well, including the hippies, peaceniks, Beatles and rock n' roll. The Soviet young wanted freedom. They wanted to rock. And Gorby was the perfect guy for the moment. He wanted freedom too. Also the church helped. The Mujaheddin like Osama helped by beating the Soviets in Afghanistan (with our help). Faith in God helped. And then Reagan and his charismatic deficit-spending them into the ground. Bush is the greatest deficit spender of all though.
