I daresay that except for the idea that prisoners need to be allowed to visit dying near relatives, they are pretty much getting all that is listed in the document Cummings quoted already. And, no, I don't think we need to send fat out-of-shape US Marshalls to Waziristan to guard an AQ terrorist so he can see his Mama before she passes.
