Interesting distinction. But there are two hurdles an impeachment drive would have to surmount. First, they'd have to use that wiggle room to prove that Iraq invasion was not a last resort. This they may be able to prove. Second, they'd have to convince enough Republicans to vote for impeachment. Forget about it. It will never happen.
