yes, I'd count monarchy as a dictatorship, IF that monarchy has absolute power. Britain for instance would not qualify, because they are a constitutional monarchy with the levers of power being held by the Paliament, which also holds the keys to the purse. So Britain is technically a constitutional monarchy, but is in all practicality a Democracy.
