Condi Rice had zero counter-terror experience. Zero. Bush made her security chief mainly because she is a black woman and the GOP doesn't have any. So she's a sort of camouflage. But nine long months she ignored terrorists threats. But the rightwing promoted her. Why? Color of her skin. Her performance in office has been terrible. Funny how the right hate affirmative action but will promkote token black women over everyone. I'll bet Bush nominates a Hispanic woman for the SC, mainly because of her race and sex.
