If you're holding your breath for a uniform policy from this country regarding nukes, relax. Not gonna happen. Aside from the justifiable concern about proliferation per se, the only constant in our policy about nukes has more to do with psychology than pure politics. We don't get all wound up about India having nukes, but we are concerned about Pakistan. We don't pressure Israel about nukes, but we are concerned about Iran. Does China have nukes? Ho hum. North Korea? Oh, shit. Every nation that we take a position about has a history, a geography, an attitude that raises the probability of actual use. Paranoid isolationists should not have a gun, let alone a nukular weapon. Israel is not a concern because their enemies are so close that to use the weapon would put their entire nation under the same cloud. Only under all out attack from their neighbors would that option be considered. That's not how we think of North Korea or Iran. Having said that, rattling our sabres about them is being conducted in a truly stupid fashion.
