Many of them. Kenya, & South Africa being perhaps better examples. Zimbabwe is a democracy for that matter. Namibia and Mozambique as well. The gestation period for some has taken longer than others. BTW, I'd throw in such countries as Jamaica & India, but their struggles occurred prior to modern terrorism, so perhaps you don't consider that valid. They certainly were examples of how the weak (India) or the very weak (Jamaican slaves) fought the strong.

The overwhelming number of cases you are thinking about are Communist, aren't they? Communists are not exactly democrats.

Communism backed the anti-colonial movements, but I don't think Africans make really good communists. If anything, the African approach is that the President owns whatever he wants. Consequently, Pfc X in the army desires to be President.

though they do note that you can shoot saboteurs out of hand, a point all the purveyors of new "international law" seem to have missed.

and it is not an overly large step from there to shooting civilians who inform the opposition about your activities.

Terrorism is nothing if not sabotage. Sabotage of common everyday life for the civilian population.
