The democracies in Africa have their problems, but most have had Presidents leave prior to dying in office. Actually Zambia was one of the first IIRC. The most recent Kenyan election was not to bad. Even in Zimbabwe, I accept the fact the Mugabe has a large base and most likely gets a large chunk of the vote. Thats democracy. Voters are free to elect, or reelect idiots.

In India, I was thinking of a certain insurrection in 1857, hence my disclaimer regarding modern.

Regarding the Geneva Conventions, those signing were indeed countries, not those trying to create new ones. BTW, your point about the British objecting to our creative early military adventures, I note with some irony that the lack of uniforms worn by the colonists (as the British deplored) is one of the reasons Rummy used to pack off detainees to Gitmo. Indeed IIRC, there was a little flap in Afghanistan regarding special forces "going native" in appearance for tactical reasons. Red faces all around when the brass realised this made them look like "illegal combatants", so back into uniform they went. Oh well...
