There is a continum of possibilities between those extremes.

Would you, for example, deny them smoke detectors? There is a fair amount of nuclear technology in those.

Me? I would resolve the Israel-Palestine situation, thus vastly reducing the likelihood that they would need to use nuclear weaponry, would force them to become democratic, and would let them develop nuclear weaponry which they hopefully would never use.

But I'm not in charge!
