I think you are exactly right, which is why Saddam wanted the world to believe he did have some WMD. He succeeded admirably in that ruse, which is ultimately what lead to our invasion. Which brings me back to our previous conversation. It may be that Bush lied about his belief in WMD. But it is just as likely he was fooled by Saddam into thinking Saddam had WMD, just as Saddam fooled the rest of the world.
