My post was apparently too brief... I tried to say too much in too few words... which may create misunderstandings.

From what I read, J. E. Hoover had conducted for many years - for decades, really - a full blown intelligence operation against the White house and against many key individuals in US Government. It is possible that even the Oval Office was bugged. Mark Felt - apparently - inherited this covert operation (along with various files and info) from Hoover, and continued running it. There is no doubt that he was aware that he was acting outside the law.

I agree that Nixon and his key advisors committed crimes... and had to go. However, I don't believe that ends justify the means. Imo, Mark Felt should have been offered thanks for the info..... and then made spent a good number of years in prison. An illegal penetration of the uppermost levels of the US Government - in effect, direct espionage against it - is unacceptable, and cannot be excused.
