It's always framed as "The Administration leaked this in retaliation...". Another equally valid way to frame is that they were providing context to understand where Wilson was coming from so as to better understand what he was saying and why he was saying it. While the prosecuter has abandoned the retaliation frame, it is still underlies all big media reporting on the subject.
