Bush's environmental policies are indefensible

There very similar to Clintons, and stricter than at any time before Clinton. The difference being Clinton added the new regulations, while Bush didn't but the current regulations are more extensive and more restrictive then they ever where in our whole history before Clinton was elected. They are even stricter then the regulations where during Clinton's first term. Clinton got some praise from some environmental groups because he spoke the right words. Also Clinton added new regulations, but Bush hasn't had any mass repeal of Clinton's regulations

He did three things I remember which show his true priorities, he conpletely rejected Kyoto

Which was a good idea even if it was relatively meaningless because it was already dead.

announced big funding for SDI

Another good idea, but not really relevant to the issue you are debating.

and called for relaxed standards for cyanide in drinking water

The same standards that Clinton had until the last day or two of his presidency.
