You think in three years Pakistan couldn't have nabbed Osama if they wanted to? Its not like the US government hasn't tried to get a number of fugitives for years, and some for decades, without catching them, and for the most part they don't have OBL's support among the local population. In certain areas of Pakistan almost no one would seriously think of turning him in, because of 1 - Fear, 2 - OBL's popularity in those areas, and 3 - The cultural habit of granting sanctuary to people who are being hunted down.
