Clinton did a fairly good job. Bush is the worst ever.

Clinton added more regulations than Bush, perhaps a lot more, but in terms of the actual level of regulation after everything they added they are very close.

If the Bush administration didn't add a single new environmental regulation, or make any of them stricter, they would still have all the regulations that existed before Clinton and those that were put in by Clinton. Almost every environmental regulation that was in place on the day of Clinton's second inauguration, was still in place on the day of Bush's second inauguration. Some of them have even been extended or made more strict.

Don't confuse the energy behind new regulation with the existing stock of regulation. You can perhaps accuse Bush of lacking the drive to put new regulations in to place that Clinton had, but the burden of, and the protective effect of, the existing stock of regulation is very much the same with Clinton and Bush, and for both of them it is higher than any president before Clinton because of all the new regulations Clinton added.
