But the central asians need to agree too, no? We soured our relation with the Uzbecks, when we criticised the level of violence used to put down the rebellion. They claim moslem extremists--we say ukranian clones. Russia and China played hardball and went with the tyrant. Kipling's "great game" doesnt happen in a vacuum and i suspect doesnt let degree of local democracy get in the way.
