Drug companies run the most profitable businesses on the planet. Why find a cure when you can sell people pills their entire lives or they DIE? If you can force them to pay retail by buying a chimp politician, it's even sweeter.

What risk? Drug companies use basic research paid for by the US Taxpayer, they have patent protection and the FDA in their back pocket.
