It is the consumer making the choice. There was once an effort to promote low pesticide fruit production as an intermediate step between conventional and organic. The fruit was labelled as such. In trial marketing, consumers avoided it like the plague, going either for the organic, or the normal unmarked produce. When polled, consumers responded that they preferred no pesticide, so hence avoided the "low pesticide" variety. Thats why GM will not sell in the supermarket except to people that understand and accept the idea. Label it as GM, and most consumers will avoid it like nuclear waste.

Ten or twenty years from now, that may well have changed. BTW, GM could be hugely environmentally positive as well, and this will help its acceptance, but there are risks and caution is needed. There is also product liability to consider. That is a serious problem for the chemical and ag supply companies.
