It's curious, if Cooper received an ok from his source to go before the Grand Jury, why didn't Miller?

Are those two different senior admin sources? Could this net Fitzgerald both Rove and Cheney? After all, Cheney was at the CIA twisting the arms of analysts. Why shouldn't he be in the know about a clandestine operation involving WMDs?

After all, Cheney was using WMDs as the excuse for toppling Saddam Hussein.
