Cheney should have said NO HAL DEAL without fair bidding to avoid any appearance of impropriety. Obviously that's the only ethical thing to do.

But he doesn't even care about ethics in government, or if everyone knows he's a corrupt greedy bastard sticking millions of our money into his own pocket. Cheney's just that type of guy. "Go ahead and impeach me, what do I care?" he seems to be saying, snubbing his nose at the US tax-payers.
